Governor Newsom signed and vetoed the final bills of the 2019-2020 legislative session just prior to the September 30 constitutional deadline. Newsom snubbed charter schools by signing legislation that will subject charter schools to costly “prevailing wage” laws when they finance facilities projects with tax-exempt conduit bonds.
