Charter Currents: Navigating Confusing Guidance on Testing Flexibility

Sacramento, CA — Confusing recent guidance from the US Department of Education (USDE) and the California Department of Education (CDE) may shift how charter schools consider testing flexibility this spring. During the first week of April, the two departments articulated what strike many as different standards for test administration. The US Department expects California to administer all state assessments “except…where it is not viable.” Meanwhile, the CDE continues to indicate that schools may use the “most viable option” in the local context. This brief article builds on CSDC’s prior analysis of charter schools’ testing options this spring and provides updated practical guidance.
