Backed by surging state tax revenues and constrained by constitutional spending formulas, Governor Brown’s “May Revise” amendments to his 2015-16 state budget propose increasing funding for schools by over $5 billion, on top of previously proposed increases. Brown proposes directing most of the increase toward larger one-time grants and speeding the transition toward full funding under the Local Control Funding Formula for schools ...
