Charter Currents: Governor Newsom’s 2021-22 Budget and School Reopening: Proposals Rain Money, Duck Tough Labor Issues

Sacramento, CA—Governor Newsom today released legislative language to implement his proposed $2 billion school reopening plan along with his proposed 2021-22 state budget and substantial revisions to the current-2020-21 state budget. The reopening plan ducks tough labor issues that are a primary barrier to reopening and presents a Byzantine series of hurdles that schools would need to navigate. The budget proposals call for reversing most funding deferrals, allocating billions of additional funds to address and mitigate COVID-19 impacts, paying to backfill unfunded cost-of-living adjustments (COLA), and funding a long list of other augmentations.
