AB 1505 Renewal Strategy Webinar

Susanne Coie, CSDC's School Accountability and Development Specialist

An updated version of the 2020 AB 1505 Renewal Strategy Webinar was held on Thursday, August 13 and Friday, August 14, 2020 at 3:30-5:00PM as a two-part series.

Further related sessions will be offered at this year’s Leadership Update Conference.

AB 1505’s high-stakes charter renewal criteria uses California School Dashboard data to place charter schools onto one of three tracks, each with its own renewal standards. Two of the tracks leave room for authorizer discretion to renew or deny. This poses serious risk to charter schools whose authorizers face considerable fiscal or political pressure to deny. The good news is, with early strategic planning, charter schools can improve their chances of “safe track” renewal or avoiding denial. This series aimed to help participants identify the most impactful priorities for their schools. By aligning the instructional program to identified priorities, charter schools may be able to land on a better track and/or improve their renewal prospects on the two discretionary tracks.

On Thursday, August 13, 2020, 3:30-5:00PM, CSDC offered an update to our May 2020 webinar and walked through the renewal criteria and key data considerations. This session aimed to do the following:

  • Explain the new three track renewal criteria,
  • Discuss how to construct the case for renewal, given new standards,
  • Present key data considerations with illustrative examples,
  • Prepare participants to walk through their schools’ data in the next day’s session.

On Friday, August 14, 2020, 3:30-5:00PM, participants examined critical timing issues and reviewed their school’s data alongside targets that emerged from new CDE guidance. CSDC now offers members access to reports with important analytics on their schools. The custom reports support strategic prioritization to inform instructional program planning. Heading into a year of tough choices, with limited funds and direct instructional time, making informed choices may be a key to longevity. This session aimed to do the following:

  • Explain the confusing timeline for years used in sorting,
  • Explain the parameters for providing updated data for use in sorting,
  • Walk through key data points using CSDC’s custom data reports
  • Help charter schools identify strategic priorities
  • Suggest implications for educational program planning.

Participants received a customized report using CSDC’s data tool, which provided multiple analytics that are not typically easily accessible to schools. CSDC also made available to members our handout on Post-AB 1505 Charter Renewal and our “Draft Like a Pro” guide to the many new changes needed under laws massively revised in 2019.

For charter schools up for renewal in 2020, we strongly suggest viewing the webinar and considering following up with a custom consultation. Charter schools with Dashboard Alternative School Status (DASS) are evaluated under different criteria and are also welcome to custom consultation.

CSDC urged charter school leaders and board members to be aware of the importance of building political support.
